Sexual violence is a grave crime that violates human dignity, particularly affecting women and children—groups that are especially vulnerable. While previous laws addressed sexual violence, Law Number 12 of 2022 concerning the Crime of Sexual Violence (UU TPKS) provides broader protection. This study aims to evaluate the various forms of legal protection afforded to victims of sexual violence under the UU TPKS and to assess how the roles of law enforcement and victim support organizations have evolved to facilitate protection and recovery. A normative legal research approach was employed, utilizing legal theories and statutory regulations. The findings indicate that the UU TPKS offers extensive legal protection, highlighting the pivotal role of HAPSARI (Indonesian Women's Unions Association)—based in North Sumatra—in providing victim support, strengthening grassroots women's leadership, and advocating for equality. Furthermore, victim support organizations and law enforcement agencies can enhance the quality of protection through capacity building, inter-agency collaboration, and the adoption of a victim-centered approach. The study underscores the importance of implementing the UU TPKS in a consistent, systematic, and equitable manner to ensure robust and effective protection for victims of sexual violence and to strengthen a national legal protection system that is both humane and responsive.
