Abstrak

This study examines the escalation of doxing in Indonesia during the 2023–2025 period and evaluates the effectiveness of the existing legal framework. Doxing, defined as the unauthorized dissemination of personal data in digital spaces, has evolved from a form of personal conflict into an instrument of political intimidation and repression against journalists and activists. Using a descriptive qualitative method with a normative-juridical approach, this study analyzes secondary data drawn from reports by digital rights institutions (SAFEnet, AJI, and Komnas Perempuan) as well as viral case studies. The findings indicate a sharp increase in cases of digital violence, with SAFEnet reports rising from 1,052 cases in 2023 to 1,902 in 2024. The legal analysis shows that although Law No. 27 of 2022 on Personal Data Protection and the Electronic Information and Transactions Law provide a basis for enforcement, their implementation remains constrained by the absence of a standardized definition of doxing and the difficulty of proving intent. This study recommends strengthening the implementing regulations of the Personal Data Protection Law and improving the digital literacy of law enforcement officials.
