Implementasi P3D Digital Berbasis Moodle dalam Seleksi Kepala Dusun: Studi Kasus Desa Karanggintung

Abstract

This community engagement program aims to support the implementation of a digital-based selection system for village apparatuses, specifically in the selection of hamlet heads (Kepala Dusun) in Karanggintung Village, Banyumas Regency. The process was carried out through a partnership between Telkom University Purwokerto and the village government, utilizing a Computer Assisted Test (CAT) system based on the Moodle Learning Management System (LMS). The activity covered the full cycle from technical setup, simulation, question input, to the digital exam execution for 16 candidates. The system successfully ensured transparency and objectivity through automatic scoring and real-time ranking. However, none of the participants achieved the minimum passing grade of 65, highlighting the gap between digital assessment standards and participant readiness. Despite the zero-passing result, participant satisfaction remained high, with most expressing strong agreement on the effectiveness of the process. This indicates public acceptance of digital mechanisms when implemented transparently and professionally. The case offers important insights into the intersection of digital governance, rural capacity, and democratic values at the local level.
