Sinergi Kebijakan dan Inovasi dalam Pendidikan Pesantren: Analisis Implementasi di Pondok Pesantren Nurussa'adah

Pesantren (Islamic boarding school) is one of the oldest Islamic educational institutions in Indonesia, functioning as a center of education, da'wah, and community empowerment. The enactment of Law Number 18 of 2019 concerning Pesantren provides formal recognition and a legal framework for pesantren education, yet its implementation at the institutional level still faces various challenges, particularly in synergizing national policy with the need for innovation in curriculum, learning, management, and human resource empowerment. This study aims to analyze the synergy between pesantren education policy and innovation, using Pondok Pesantren Nurussa'adah as a case. The study employs a qualitative descriptive case study approach. Data were collected through observation, in-depth interviews, and documentation involving the pesantren leader/kiai, teachers, foundation administrators, and senior students, then analyzed using the Miles and Huberman (2013) interactive model comprising data reduction, data display, and conclusion drawing/verification. The study identifies five relevant dimensions of innovation: curriculum innovation through the integration of religious and general sciences, innovation in learning methods and media, strengthening of student literacy (contextual religious and digital literacy), management/administrative innovation, and human resource empowerment innovation. The findings indicate that policy-innovation synergy can only be optimally achieved when national regulation, kiai leadership, human resource readiness, and institutional governance are well aligned. This study offers implications for policymakers and pesantren administrators in designing adaptive implementation strategies for pesantren education modernization without neglecting pesantren core values.
