Abstract

Drug abuse among children and adolescents is a serious issue that requires preventive and early detection efforts. The SALAM Program (Skrining Anak Dalam Masalah) is an initiative implemented by the National Narcotics Agency of Surabaya City (BNN Kota Surabaya) to identify problems and risk factors among children as a basis for appropriate follow-up interventions. This study aims to analyze the effectiveness of the SALAM Program in supporting the early detection and prevention of drug abuse in Surabaya City. This research employed a descriptive qualitative approach. Data were collected through interviews, observations, and documentation involving informants engaged in the implementation of the SALAM Program. Data were analyzed using the Miles and Huberman model, while program effectiveness was analyzed based on Duncan's theory, which consists of three indicators: goal achievement, integration, and adaptation. The results show that the SALAM Program is fairly effective in supporting the early detection and prevention of drug abuse among students. In terms of goal achievement, the program was implemented in 17 schools and reached 237 children, with 6 children receiving follow-up treatment through outpatient rehabilitation. In terms of integration, coordination between BNN and schools has been relatively effective, although parental involvement and the communication mechanism for screening results still need to be strengthened. In terms of adaptation, program implementers have been able to adjust methods, schedules, and approaches according to school conditions and children's characteristics. The main obstacles include limited human resources, limited target coverage, administrative procedures, and parental support. Therefore, the effectiveness of the SALAM Program needs to be improved through strengthening human resources, expanding program coverage, increasing coordination with parents, and strengthening follow-up mechanisms for screening results.
